Perm or Dye?

Hi, I'm an asian and I have black hair. I want to get a new look, and I want to get both a perm [soft curls] and dye my hair silver. But I heard that it's extremely bad for your hair/doesn't work out. My hair is shoulder length and layered, but I want to grow it long, but it will take some time. And I hear that perms don't last "permanently."And I don't spend that much time on my hair. So what's better: dyeing my hair silver or perming it?

WELL IT MIGHT LOOK WEIRD TO HAVE A DIFFERNT COLOR HAIR (NO IM NOT RACIST IVE HAVE HAD FRIENDS WHO DID IT BEFORE) SO ID TRY A LIGHT PERM TO GIVE A FLOW NOT TO HEAVY THOUGH OTHER WISE YALL WALK OUT OF THEYRE LOOKIN LIKE A POODLE

perm but make sure you take care of it or else your hair will spoilt

Perm. Even though perms smell horrible. I think it would look bad silver. But it would look really pretty with soft curls.
